California bills on right-to-repair, bottle deposits, labor and plastic reduction headed to governor

Advocates expect the governor to sign a long-awaited right-to-repair bill. The state is also poised to add juice to the bottle bill and establish laws related to an upcoming extended producer responsibility program for packaging.
