Curbside Contamination Assistance RFQ

The Mojave Desert and Mountain Recycling Authority is seeking qualified firms to carry out residential curbside recycling contamination programs. The Authority is a nine-member joint powers authority serving San Bernardino County’s High Desert and East Mountain communities. Information about the Authority is on our website urecycle.org

We envision that this program would be based on The Recycling Partnership’s Anti-Contamination Recycling Kit, since it provides tested and validated steps, tools and resources to improve curbside material quality by reducing unwanted materials set out for collection and processing. However the final scope of work will depend on selected contractor’s experience and recommendations.

The anticipated process involves haulers and material recovery facilities to identify top contaminants and verify acceptable materials; initial outreach and follow up to residents; direct curbside feedback (OOPS tags); and signage. Curbside feedback requires trained inspection of carts to identify unwanted materials and leave tags. Effectiveness can be established by hand sorting and comparing loads before and after the outreach and curbside feedback. This work would best be performed by contractors who are familiar with the process and may supplement their existing staff with local residents.

The Request for Qualifications process allows us to identify multiple contractors who may undertake the work. The JPA’s broad territory means that five or more different teams (Barstow, Big Bear Lake, Morongo Basin, Needles, Victor Valley) may be needed to properly coordinate and undertake the project.
